Luke, I am really glad you posted this, because as you point out, state development to solve coordination problems IS contingent, it is not determined, and this is pointed out time and time again with minimal engagement with the literature. Simply looking at scholarship like Pierre Clastres _Society Against the State_, James C Scott's entire corpus, or Graeber and Wengrow's _Dawn of Everything_ shows just how much evidence we have against this technocalvinist highly determinist point of view.
